Dave's interest in clean air goes way back. As a current member (and former Chairman) of the Yolo-Solano Air Quality Management District Board, Dave helped negotiate the largest fine against an air polluter in the history of the district.

 

Dave Rosenberg was elected Yolo County Supervisor, District Four, in 1996. District Four is a large district, encompassing 61,638 acres. It's also a diverse district ranging from County Road 27 to the north, the Yolo ByPass near West Sacramento to the east, down to the Solano County Line in the south and Highway 113 to the west. Included within the district is most of the city of Davis, including all of North and South Davis and most of East Davis including Mace Ranch. Also in the Fourth District is El Macero, Willowbank, and the Royal Oaks Mobile Home Park, along with large agriculturally-zoned areas of the unincorporated county.

The Fourth Supervisorial District is at the heart and center of Yolo County. It is the only district that touches all other supervisorial districts; The First District (represented by Supervisor Mike McGowan); the second District (represented by Supervisor Helen Thomson); the Third District (represented by Supervisor Frank Sieferman, Jr.); and the Fifth District (represented by Supervisor Lynnel Pollack).

First elected to the Yolo County Board of Supervisors in March 1996, Supervisor Rosenberg held the title of "Supervisor-Elect" for 10 months while long-time Fourth District Supervisor Betsy Marchand (who served in that position for 24 years) completed her term of office and retired. It was a useful and productive period of training for Rosenberg. The day after he was sworn into office, his colleagues on the Board of Supervisors chose Rosenberg to be Chairman of the Board, a position he held during all of 1997. Prior to his election to the Board of Supervisors, Rosenberg served three consecutive terms on the Davis City Council, serving twice as it Mayor.

Supervisor Dave Rosenberg is an active and able representative of the people who live in the Fourth Supervisorial District. Each member of the Board of Supervisors is a distinguished and respected representative of his or her constituents. Rosenberg certainly holds his own at the Board of Supervisors, and his career on the Board has been noteworthy for its successes and accomplishments.

In his campaign for office in 1996, Dave Rosenberg made a number of promises to his constituents that he pledged to fulfill upon his assumption of office. Dave Rosenberg has kept all his promises. Let's review.

In 1996, Rosenberg promised the following:

  • He would ensure that Yolo County is fiscally sound and that there would be a multi-million prudent reserve.
  • He would preserve and protect Yolo County's unique agricultural lands.
  • He would make sure that Yolo County's criminal justice system worked in synch.
  • He would focus on maintaining a steady Yolo County economy.
  • He would work hard for his constituents, would always be available and accessible, and would make sure the County Government reached out to people.
  • He would make diversity in County Government a high priority.
  • He would bring Yolo County's technology into the 21st Century.
  • He would re-focus the County's attention on issues affecting children.
  • He would work hard to create a major regional park.
  • He would protect Yolo County's water.
  • He would re-new focus on Yolo County's environment.
  • He would ensure that the residents of El Macero and Willowbank continue to receive strong representation in Woodland.

In his first term in office, Supervisor Dave Rosenberg has kept all of his promises, and more.

Dave Rosenberg ran unopposed for re-election in 2000 and was sworn into his second term in January 2001. He served as Vice Chairman of the Board in 2001, and served his second term as Chairman of the Board of Supervisors in 2002.

Supervisor Rosenberg's accomplishments in his second term already include:

  • Yolo County "Teaching Tolerance Project" – secured $100,000 in grant funds from Governor's Office of Criminal Justice Planning (OCJP) placing a uniformed Sheriff's Deputy in Yolo County secondary classrooms to "teach tolerance"
  • Yolo County Juvenile Hall – Assisted in delivering a $7.1 million grant for construction of a new, 90-bed, state-of-the-art facility
  • Davis – Woodland Bike Path – Helped bring planning to fruition
  • Yolo Energy Summit – Initiated and convened county-wide planning and information session devoted to energy issues
  • Highway 16 – Coordinated state agencies to expedite safety improvements to Highway 16
  • Yolo County Diversity Advisory Committee – Expanded employee recognition and diversity training activities to include Asian Pacific American Heritage, Gay Pride, and Disability Awareness
  • Domestic Partner Benefits – Advocated the adoption of existing CalPERS provision qualifying registered domestic partners with the same rights to health and other county benefits
  • In-Home Supportive Services Public Authority – Spearheaded county efforts to establish the Authority one year in advance of the statutory deadline
  • Ethanol Task Force – Established high-level scientific and community panel under the auspices of the Economic Development Council to pursue an ethanol production facility in Yolo County
  • Redevelopment Agreement – Served as one of two principal county negotiators in the "pass-through agreement" protecting agricultural lands
  • Budget Bulletin – Initiated and streamlined the budget reporting process to the Board of Supervisors

In addition to his service on the Board of Supervisors, Rosenberg has served as Chairman and Member of the Yolo-Solano Air Quality Management District; as Chairman of the Yolo County Economic Development Council; and as Co-Chair of the Yolo County Criminal Justice Cabinet. He also serves in several state-level capacities, including Chairman of the California State Lottery Commission, member of the California Victim Compensation and Government Claims Board (formerly known as the Board of Control). He is also Director of Community and InterGovernmental Relations, Senior Advisor and Director of Operations to the Governor of California.
