Betsy Marchand (Dave Rosenberg's immediate predecessor as Fourth District Supervisor and Dean of all California Supervisors when she retired in 1996) has said the following of Rosenberg: "Dave Rosenberg has few equals in local government. He's smart, experienced, has great contacts in Sacramento which benefit Yolo County, and works really hard for his constituents. He is a superior Supervisor." Dave Rosenberg has distinguished himself as an active county supervisor, always informed and consistently prepared. His record of accomplishments during his first term is, indeed, impressive.
Our Government

Dave Rosenberg has never missed a meeting or a vote of the Board of Supervisors.

Served as Chairman of the Board of Supervisors during his first year in office, 1997.

Worked to achieve salary equity for county employees, thus slowing the drain of top county workers to other jurisdictions.

Selected Yolo County's first Hispanic County Administrative Officer.

Established Yolo County's first "sister-county" relationship with a county in Europe.

Spearheaded Yolo County cable TV coverage so that Board of Supervisor meetings could be telecast in Davis, Woodland, West Sacramento, and Winters.

Worked to establish Yolo County's first newsletter to inform Yolo County residents of services available to them.

Helped set up an information technology department in Yolo County, to bring internet technology to county government.

Merged 8 Yolo County Departments into 4 Departments, thus streamlining County government and saving taxpayers' money.

Provided new leadership for the Yolo County Housing Authority.

Appointed by Governor Gray Davis to be a California Lottery Commissioner. The California Lottery has distributed over $10 billion to California education, including over $10 million to the Davis School District and over $12 million to the Woodland School District.
Our Land
- Proposed a building moratorium in the county area around the City of Davis while implementing a County General Plan review, with a goal of preserving and protecting agricultural land.

Since Rosenberg took office, growth in the unincorporated area of Yolo County has been extremely slow. Since 1996, Yolo County's unincorporated population has grown only about 1% per year, and housing starts have grown only at about 1/2% per year. 95% of Yolo County's land is zoned for agricultural uses.

Developed the "GreenLine Plan" to preserve farmland and open space between Davis and Woodland.

Held the line against urban development and growth on county land around Davis and Woodland.

Worked to develop a regional park plan for Grasslands Regional Park, just south of Davis.

Member of the Yolo County Land Trust, which helps preserve agricultural land through conservation easements. Member of the Yolo County Land Trust Advisory Board.

Instrumental in the state-county-city-private sector dedication of 780 acres of land just south of Davis in a permanent agricultural easement through the California Agricultural Land Stewardship Program.

In 1987, Dave Rosenberg and Betsy Marchand negotiated a contract (known as the "Pass-Through Agreement") which provided much-needed revenue to the county and land use protection to the city of Davis. That agreement is in place to this day, protecting the agricultural zone around Davis.

Consistently voted "NO" on requests to take agricultural land out of Williamson Act contract protection or to split Williamson Act land contracts.
Our Money

Helped to change Yolo County's investment policy which had some 64% of Yolo County's money invested in Japanese banks. Currently no funds are so invested.

Balanced Yolo County's budget every year, and increased Yolo County's reserve.

Kept his promise to build Yolo County's prudent reserve.
Our Safety

Helped create the Yolo County Criminal Justice Cabinet and serves as its founding Co-Chair.

Serves as a member of the California Council on Criminal Justice Planning, appointed by the Speaker of the Assembly.

Appointed as a member of a special California Advisory Committee on Probation Reform; appointed as a member of a special California Advisory Committee on Elder Abuse.

Worked to build new offices for our District Attorney.

Chairs a special committee on long-range justice facility planning for Yolo County.

Voted to increase the budget for Yolo County's Sheriffs Department every year.
Our Environment

Serves as a member of the Yolo-Solano Air Quality Management District Board.

Received the Governor's Environmental and Economic Leadership Award on August 3, 1997, on behalf of Yolo County, for the Cache Creek Area Plan.

Mediated a compromise between the Putah Creek Council and Nextel regarding the location of a cell tower near Putah Creek.

Negotiated the largest fine and settlement against an air polluter in the history of the air quality management district.

Serves as a member of the Yolo Basin Foundation Board which manages one of the largest wetlands and wildlife areas in the nation.

Voted to approved purchase of some 17 acres of land along Cache Creek for permanent wildlife habitat.
Our Economy

Conceived and organized the first Yolo County Economic Summit.

Serves as founding Chairman of the Yolo County Economic Development Council.

Member of the Woodland Chamber of Commerce, the Davis Chamber of Commerce, the Davis Downtown Business Association, and the Davis Area Technology Association.
Our Kids

Conceived and helped organize Yolo County's first Childrens' Summit.

Assisted the Woodland Christian School through the bureaucracy, helping to site their new campus near Hwy 113.

Conceived and organized Yolo County's "Day on the Farm", allowing urban kids in Yolo County to spend a day on a working farm, learning about the value of agriculture.

Helped implement the welfare to work provisions of welfare reform in Yolo County.

Approved the new contract for indigent healthcare services with the Yolo County Health Alliance.

Worked with UCD to bond the construction of new student dorms on campus.
Our Community

Worked with the Davis Cemetery District to allow burials on Saturdays and Sundays, the first public cemetery in California to do so.

Worked to establish a county library in Esparto.

Worked with Willowbank to establish a safe and secure water system.

Ensured that streets in El Macero were resurfaced on schedule.

Met regularly with the East Davis Fire Protection District Board and the No Man's Land Fire Protection District Board to ensure that those areas of the county received adequate fire and emergency services.

Met regularly with the Willowbank County Service Area Advisory Committee and the El Macero County Service Area Advisory Committee to ensure appropriate county responses to neighborhood concerns.

Helped create and co-chair the "Odor Task Force" when odors from the Spreckel's Sugar Plant offended residents of Woodland's Sycamore Ranch area and other areas of Southeast Woodland.

Ensured that Yolo Adult Day Health Care (for frail elderly) was adequately funded and staffed after the former operator of the program announced they were not renewing their contract.

Spearheaded the effort to create a Woodland-Davis Class One Bike Path.

Serves as a UCD Fraternity Advisor.

Took a leadership role in addressing the closure of their Hunt-Wesson Processing Plant in Davis. Working hard to bring a new processing plant to Yolo County.

Supported the creation of the Yolo County Diversity Advisory Committee and serves as Board liaison to that committee.
