- Judge of the Superior Court, Yolo County. Appointed to office by the Governor of California on October 3, 2003, sworn into office on October 10, 2003. He was subsequently elected to office in 2006 and 2012. His assignments in 2004 included adult drug court, contested preliminary hearings and arraignments. In 2005 and 2006 Judge Rosenberg presided over all four drug courts, including adult drug court, juvenile drug court, Prop 36 drug court and felony probation drug court. He has also handled juvenile dependency matters for the court. Since 2007 Judge Rosenberg assumed a felony Criminal Department assignment, handling cases in a direct-calendaring system from arraignment till resolution (including trials). Judge Rosenberg has presided over more than 120 criminal jury trials, to date. Since 2005, Judge Rosenberg also sits as a member of the Appellate Division of the Yolo Superior Court, and since 2010 has served as the Presiding Judge of the Appellate Division.
- In 2007 Rosenberg was elected by his colleagues on the Bench to serve for two years (2008-09) as Presiding Judge of the Yolo Superior Court. In 2009 Rosenberg was re-elected to serve for another two years (2010-11) as Presiding Judge of the Yolo Superior Court. And in 2011, his term as Presiding Judge of the Yolo Superior Court was extended by his colleagues to September 2012, so he could serve in statewide office on behalf of Presiding Judges.
- Judge Rosenberg also served as a member of the Executive Committee of the California Trial Court Presiding Judges Advisory Committee, elected by the Presiding Judges of medium-size courts. In 2011, the Chief Justice of California appointed Judge Rosenberg as a Vice Chair of the Trial Courts Presiding Judges Advisory Committee. Subsequently, the Chief Justice appointed Judge Rosenberg as Chair of the Trial Court Presiding Judges Advisory Committee. In this capacity he served as an Advisory Member of the California Judicial Council. The Chief Justice has also appointed Judge Rosenberg as a member of the Judicial Council’s Executive and Planning Committee. Judge Rosenberg also served as a Co-Chair of the Trial Court Budget Working Group and as a member of the Judicial Branch Operational Plan Working Group.
- In 2012, the Chief Justice appointed Judge Rosenberg to serve a full three-year term as a voting member of the Judicial Council, and also as a member of two internal Judicial Council committees: the Executive and Planning Committee and the Litigation Management Committee. Also in 2012, the California Judges Association honored Rosenberg by choosing him as the “Humanitarian of the Year” for his work and efforts for the community outside of his judicial role.
- Judge Rosenberg serves as the Chairman of the Legislature Relations Committee of the California Judges Association, and has been appointed by the Judicial Council to the Judicial Recruitment and Retention Working Group. He also served as a member of the Joint Rules Working Group, and the Joint Legislation Working Group composed of Presiding Judges and Court Executive Officers.
- Past Member of the Criminal Law Education Committee of the California Center for Judicial Education and Research (CJER). Past Member of the Civil Law and Small Claims Advisory Committee to the California Judicial Council (also serving on both the Legislation Subcommittee and the Small Claims and Limited Cases Subcommittee). Both appointments occurred in 2004. In 2005 appointed to the California Judges Association standing Committee on Legislature Relations. Faculty member of the California Judicial College, appointed in 2005, teaching newly appointed California Judges in 2005 and 2006. Judicial member of the Milton Schwartz Inns of Court. Member of the California Judges Association, American Legion, and Independent Order of Odd Fellows.
- Yolo County Supervisor, 4th District. Elected in 1996 and re-elected in 2000. Served as Chairman of the Board of Supervisors in 1997 and again in 2002. Chairman of the Yolo County Economic Development Council and Chairman of the Yolo County Criminal Justice Cabinet. Chairman of the Yolo-Solano Air Quality Management District's Board of Directors. Resigned October 9, 2003, due to his appointment to the Bench.

- Judge Rosenberg is the author of a full-length novel, Endgame, and has published several law review articles. A recognized expert on parliamentary procedure, he is also the author of “Rosenberg’s Rules of Order,” a rule book on parliamentary procedure for the 21st Century. “Rosenberg’s Rules of Order” has been adopted in lieu of “Robert’s Rules of Order” by dozens of city and special district governments, private corporations and neighborhood associations, as well as the California Judicial Council. Judge Rosenberg is a member of the Rotary International, the American Legion and the Independent Order of Odd Fellows, where he served as Noble Grand for four years, and currently serves as Chairman of the odd Fellows Home of California which operates two large retirement communities (Saratoga and Napa) in California. Judge Rosenberg is President of his neighborhood Homeowners’ Association. Personal: Married for 44 years to Lea Rosenberg (selected Citizen of the Year, Woman of Distinction, and Volunteer of the Year in Davis), a son (40), a daughter (34), and a grandson (15).
